No, it does not work on the eeprom. Only OBD2

For who is interested to buy this tool. It is good, very good, but the problem is that the updates are available until August 2018 and that’s it. The Obdstar company have discontinued to update this tool. No more updates.
They just released new tool Obdstar Odo Master X300M, which is the newest version in Tablet version. The price is $799.
Do not spend money to buy the X300M because you’re not going to be able to get new updates. If you need this tool to change mileages on old cars up to 2017, buy it.

Review 3:

Tried it on 3 vehicles. 05 Yukon, didn’t work. Tried to program a spare key to a 2008 grand prix, didn’t work says programming failure.. Supposed to support 2010 equinox and newer. Stated on website equinox 2010- … Only goes to 2013 and my is a 2014. All of these were for spare keys. Not trying to program something I didn’t already have the original for. All of my vehicles were listed as supported. They aren’t. Don’t waste your time or money. I am very experienced with scan tools and diagnostics. Not an error on my part.
